if and only if you release the plates, and the waiting period occurs relatively soon. If you don't release the plates, it is one year. For example, if you total your car and the insurance sends it to the junkyard, the personalized plates will be sent to the DMV. They will hold it for one year to see if you request them back. If not, the plates are retired, and NOT "recirculated". On the same note, if you sell your car, but don't fill out the required transfer papers, the new owner is required to return the personalized plates to the DMV. And again, they will hold it for one year awaiting your claim. On the other hand, if the plate(s) is(are) stolen, you must surrender the remaining plate (if any). In this case, the stolen plate(s) cannot be replaced; and therefore NOT reciculated.
